Startup SG Talent

Startup SG Talent aims to foster a conducive environment for promising global talent to set up innovative businesses in Singapore through three main avenues: the EntrePass work pass scheme, Technology for Enterprise Capability Upgrading (T-UP), and SME Talent Programme (STP) for Startups. The EntrePass is a work pass for serial entrepreneurs, high-calibre innovators, and experienced investors looking to operate venture-backed or innovative technology businesses in Singapore. Jointly administered by Ministry of Manpower and Enterprise Singapore, the EntrePass is open to all nationalities and has been enhanced to simplify entry for global entrepreneurial talent. It requires pass holders to meet escalating renewal criteria including Total Business Spending and Local Workforce requirements, with the 30% shareholding requirement now deferred to end of Year 1.

Major Company Scheme

The National Arts Council's Major Company Scheme supports the professional and artistic development of registered arts organisations that represent excellence in their core mission. Major Companies play an important role in the collective efforts of the arts sector, community, and Government to grow a vibrant arts and culture ecosystem in Singapore. The refreshed Major Company Scheme, introduced in FY2025, consolidates the previous three tracks (Artmaking, Bridging, and Intermediary) into a single unified scheme. Assessment is based on Artistic/Programme Excellence, Active Engagement of Stakeholders, and Organisational Capacity. Funding is prioritised for companies demonstrating efforts in Community Building, Capability Development, and Collaboration.

CPF Transition Offset (CTO)

The CPF Transition Offset (CTO) is designed to alleviate the rise in business costs due to increasing CPF contribution rates for senior workers. The Government provides employers with a transitionary wage offset equivalent to 50% of each year's increase in employer CPF contribution rates for every Singapore Citizen and Permanent Resident worker they employ aged above 55 to 70. The offset is based on employees' monthly incomes paid up to the CPF salary ceiling. This scheme helps employers adjust to the gradual increase in CPF rates while supporting continued employment of older workers.

Progressive Wage Credit Scheme (PWCS)

The Progressive Wage Credit Scheme (PWCS) provides transitional wage support for employers to adjust to mandatory wage increases for lower-wage workers covered by the Progressive Wage Model (PWM) and Local Qualifying Salary (LQS) requirements, and to voluntarily raise wages of lower-wage workers. The Government co-funds eligible wage increases for Singapore Citizens and Permanent Residents from 2022 to 2026. Budget 2025 enhanced the co-funding rates for 2025 and 2026. The PWCS is administered by IRAS and requires no application from employers — payouts are automatically computed and disbursed based on CPF contribution data.

Organisation Health Diagnostic Scheme (OHDS)

The Organisation Health Diagnostic Scheme helps social service agencies identify areas for improvement through an in-depth organisational health analysis conducted by Korn Ferry, NCSS's appointed consultant. Agencies receive a 3-year strategy document with recommended strategies to strengthen their organisation. This scheme is often a prerequisite for the Transformation Sustainability Scheme (TSS) Part A and B applications.

Capability Development Grant

The NAC Capability Development (CD) Grant encourages and supports continuous professional development of people working in Singapore's arts and culture sector. The grant covers training activities or programmes up to 12 consecutive months, supporting both professional training/skills development and on-the-job training. This grant is part of NAC's comprehensive support framework for the arts sector, updated with enhanced funding rates from April 2022. Enterprise Compute Initiative (ECI)

The Enterprise Compute Initiative (ECI) is a S$150 million Government-backed programme to accelerate AI and cloud adoption in Singapore-based businesses. The ECI connects enterprises with major Cloud Service Providers (CSPs) to access cutting-edge AI tools, cloud credits, and consultancy services to develop a Minimum Viable Product (MVP). The programme runs for one year from the respective launch dates of each CSP, with multiple cohorts deployed on a staggered timeline. Companies that are able to progress quickly can complete the programme earlier than six months. The ECI is led by Digital Industry Singapore (DISG), under IMDA, with support from EnterpriseSG, GovTech, and the Smart Nation Office.

Career Trial

Career Trial provides employers with a short-term trial arrangement to assess jobseekers' suitability before committing to permanent employment. During the trial period, jobseekers receive a training allowance funded by WSG, reducing the hiring risk for employers while giving jobseekers an opportunity to demonstrate their capabilities. The NAC Presentation and Participation (P&P) Grant enables a wide range of arts practitioners and organisations to express and enrich artistic diversity, increase arts appreciation and participation in Singapore. Professional Capability Grant (PCG) — Sabbatical Leave Scheme

The Sabbatical Leave Scheme offers social service professionals 10 weeks of paid leave with salary support of up to $15,000. Available for Social Workers, Occupational Therapists, Physiotherapists, Speech Therapists, Psychologists, Counsellors, and EIPIC teachers. After completing the sabbatical, recipients may be asked to mentor junior professionals and must conduct a sharing session and submit a written report.

Career Conversion Programmes (CCP)

Career Conversion Programmes (CCP), also known as Place-and-Train and Job Redesign Reskilling programmes, are sector-specific programmes supported by Workforce Singapore that help mid-career workers reskill into new occupations or new sectors with good prospects. Employers hiring or reskilling Singapore Citizens and Permanent Residents receive salary support during the conversion period. Hawkers' Development Programme (HDP)

BuildSG Transformation Fund (BTF)

The BuildSG Transformation Fund (BTF) is an umbrella framework that brings together all the various industry development support schemes managed by BCA under one unified platform. It is not a single grant but rather the overarching fund that facilitates transformation plans for Built Environment (BE) firms under key Built Environment Industry Transformation Map (ITM) areas. The BTF also enables individuals to tackle key transformation areas through upskilling and training. The BTF covers a comprehensive range of support schemes across multiple transformation pillars: workforce development, DfMA/IDD adoption, green buildings and sustainability, holistic firm transformation, and research & innovation. Each sub-scheme under BTF has its own specific eligibility criteria, funding levels, and application processes. By consolidating these schemes under one umbrella, the BTF aims to make it easier for industry players to discover and access relevant support while ensuring coordinated transformation across the entire value chain.

Built Environment Technology and Capability (BETC) Grant

The Built Environment Technology and Capability (BETC) Grant is a strategic government funding scheme launched on 1 April 2025 to drive the next phase of industry transformation in Singapore's Built Environment (BE) sector. Backed by a S$100 million budget over five years (2025–2030), the BETC replaces the earlier Productivity Innovation Project (PIP) grant and is administered by BCA as part of the BuildSG Transformation Fund. The BETC grant encourages firms to develop new capabilities across three pillars: enterprise capability, technology adoption, and manpower development. Unlike prior project-specific grants, BETC emphasises longer-term and more holistic transformation — firms must demonstrate how initiatives will be sustained beyond a single project and drive continuous improvement with knowledge transfer across subsequent projects. The scheme is strategically aligned with Singapore's national goals of widespread digitalisation (Integrated Digital Delivery), 70% DfMA adoption for new developments, and greener buildings.

Company-Led Training Programme (CLT)

IMDA's Company-Led Training (CLT) programme is designed to accelerate the professional development of fresh professionals, mid-career professionals and mature PMETs in the tech and media sectors. It provides on-the-job training to equip trainees with competencies for jobs in demand by industry, especially those supporting digital economy sector transformation efforts. The programme covers in-demand job roles in emerging areas such as Artificial Intelligence, Infrastructure, Product Development, Software Engineering, Cyber Security, Data Analytics, Virtual Production and more. Trainees gain employment and receive a salary while being equipped with in-demand tech and media skills, working on projects guided by experienced mentors.

SkillsFuture Credit (SFC)

SkillsFuture Credit helps Singaporeans offset course fees for eligible courses that support skills development and lifelong learning to be future-ready and relevant. It is a personal credit for individuals (not employers) and is available to all Singapore Citizens aged 25 and above. The credit can be used on top of existing government course subsidies. There are two tiers of SkillsFuture Credit: a Base Tier for all Singapore Citizens aged 25 and above ($500), and a Mid-Career Tier for Singapore Citizens aged 40 and above ($4,000). The Base Tier credit can be used for all courses listed on the MySkillsFuture portal, while the Mid-Career Tier credit can be used for selected courses with better employability outcomes. Neither tier has an expiry date.

SkillsFuture Career Transition Programme (SCTP)

The SkillsFuture Career Transition Programme (SCTP) supports mid-career individuals in acquiring industry-relevant skills to improve employability and pivot to new sectors or job roles. This train-and-place programme is available in part-time or full-time format, typically ranging from three to 12 months, and is delivered by Continuing Education and Training (CET) Centres with employment facilitation services. Courses under the SCTP have been progressively launched since April 2022, with a target to have at least 200 SCTP courses by 2025. The programme focuses on sectors with good hiring opportunities such as Infocomm and Technology, Professional Services, and Advanced Manufacturing. It operates on a train-and-place modality with career advisory and employment assistance.

Cultural Matching Fund (CMF)

The Cultural Matching Fund (CMF), established by the Ministry of Culture, Community and Youth (MCCY), provides matching grants for private cash donations to registered charities in the arts and heritage sector. The fund aims to encourage giving to Singapore's arts and heritage sector, creating a more sustainable scene in which more people have a stake. The CMF matches monetary donations received by eligible organisations from individuals, foundations, and corporations. Market and Audience Development (MAD) Grant

The NAC Market and Audience Development (MAD) Grant supports activities to build audiences, patrons and supporters to complement artistic efforts at home and abroad. The grant covers marketing initiatives, branding, market research, international touring, and participation in international festivals.
