Transformation Sustainability Scheme (TSS)

Up to 80% co-funding: Part A (consultancy) up to $250,000; Part B (bespoke digital) up to $150,000; Part C (pre-scoped solutions) up to $150,000 total ($40,000 per solution)

The Transformation Sustainability Scheme (TSS) provides funding to social service agencies for consultancy, digital projects, and project implementation support. It focuses on strengthening seven critical organisational health areas: Strategy & Leadership, Governance, People, Finances, Digitalisation, Communications & Partnerships, and User-Centric Services. Previously funded through the Tech-and-GO! scheme, TSS offers up to 80% co-funding across three components — consultancy and headcount support, bespoke digitalisation projects, and pre-scoped solutions like HR systems, CRMs, and cybersecurity tools.

Eligibility Criteria

    Must be an NCSS member or MSF-funded agency

    Must have a valid Organisational Health Framework for Social Services (OHFSS) assessment

    For Part A and B: must complete Organisation Health Diagnostic Scheme (OHDS) first

    Part C (pre-scoped solutions): OHFSS report required but OHDS not mandatory

How to Apply

1. Complete the OHFSS assessment and (for Part A/B) the Organisation Health Diagnostic Scheme 2. Obtain vendor quotations for your project 3. Apply via the OurSG Grants (OSG) portal at oursggrants.gov.sg 4. Submit required documents: OHFSS report, vendor quotation, and (for Part A/B) completed OHDS 5. Upon approval, sign vendor agreement and begin project 6. Submit completion report and updated OHFSS report upon project completion

Claims and Disbursement

Submit claims through the OurSG Grants portal with completion report, updated OHFSS report, Employee Engagement Survey for Social Services (EESS) report (Part A), and Board assessment report (Part A). Disbursement follows NCSS review and approval.

NCSS member agencies and MSF-funded social service agencies with a valid OHFSS assessment. Part A and B applicants must also complete the Organisation Health Diagnostic Scheme.

Part A covers consultancy and project headcount (up to $250k). Part B covers bespoke digital projects like AI chatbots or web portals (up to $150k). Part C covers pre-scoped solutions like HR, CRM, and accounting systems (up to $150k total, $40k per solution).
