Transformation Sustainability Scheme (TSS)
The Transformation Sustainability Scheme (TSS) provides funding to social service agencies for consultancy, digital projects, and project implementation support. It focuses on strengthening seven critical organisational health areas: Strategy & Leadership, Governance, People, Finances, Digitalisation, Communications & Partnerships, and User-Centric Services. Previously funded through the Tech-and-GO! scheme, TSS offers up to 80% co-funding across three components — consultancy and headcount support, bespoke digitalisation projects, and pre-scoped solutions like HR systems, CRMs, and cybersecurity tools.
Eligibility Criteria

Must be an NCSS member or MSF-funded agency

Must have a valid Organisational Health Framework for Social Services (OHFSS) assessment

For Part A and B: must complete Organisation Health Diagnostic Scheme (OHDS) first

NCSS member agencies and MSF-funded social service agencies with a valid OHFSS assessment. Part A and B applicants must also complete the Organisation Health Diagnostic Scheme.
Part A covers consultancy and project headcount (up to $250k). Part B covers bespoke digital projects like AI chatbots or web portals (up to $150k). Part C covers pre-scoped solutions like HR, CRM, and accounting systems (up to $150k total, $40k per solution).
Apply through the OurSG Grants (OSG) portal at oursggrants.gov.sg. You will need your OHFSS report, vendor quotations, and OHDS completion (for Part A and B).
