Growth and Transformation Scheme (GTS)
The Growth and Transformation Scheme (GTS) is a strategic BCA initiative designed to support the formation and development of strategic alliances among Built Environment (BE) value chain partners. Recognizing that the BE sector is made up of many independent businesses with heavy inter-dependencies, GTS encourages multiple partnering companies — developers, consultants, builders, and sub-contractors — to come together and collectively develop strong, capable supply chains over the long term. Unlike firm-level grants, GTS goes beyond project-specific support and enables companies to take a long-term view on business and workforce transformation. It supports partnership efforts to strengthen technical capabilities as well as corporate, digital, and innovation practices, achieving mutually beneficial outcomes over a sustained period. The government has set aside S$90 million under GTS to co-fund up to 70% of qualifying costs for alliance-based transformation initiatives.

How to Apply
1. Form a strategic alliance — Assemble a group of BE value chain partners (developer-led with consultants, builders, sub-contractors) 2. Submit an enquiry via GTS Enquiry Form (FormSG) — Read the GTS webpage at go.gov.sg/bca-gts before filling in the form 3. Provide all information requested in the enquiry form including alliance composition, transformation objectives, and expected outcomes 4. BCA will engage with the alliance to discuss proposed initiatives and evaluate feasibility 5. Formal application and evaluation process (details to be discussed with BCA based on initial enquiry) 6. Implementation — Execute alliance transformation initiatives over a sustained period with regular progress reporting
Claims and Disbursement
Reimbursement basis similar to other BTF schemes. Alliance submits claims with proof of expenditure from all participating firms. May include milestone-based disbursements aligned with transformation progress. Outcome reporting required to demonstrate mutually beneficial results across all alliance members. Claims must show how initiatives strengthen technical, corporate, digital, and innovation capabilities across the value chain.
