Capability Development Grant

The NAC Capability Development (CD) Grant encourages and supports continuous professional development of people working in Singapore's arts and culture sector. The grant covers training activities or programmes up to 12 consecutive months, supporting both professional training/skills development and on-the-job training. This grant is part of NAC's comprehensive support framework for the arts sector, updated with enhanced funding rates from April 2022. Key changes in December 2024 include updated submission deadlines, eligibility criteria, training allowance rates, and financial reporting requirements.

National Research Foundation

Central Gap Fund

The NRF Central Gap Fund supports the translation of research outcomes into products, processes and/or services that generate economic and societal benefits for Singapore. It provides a national-level platform to resource impactful projects and encourage collaboration across public research performers and/or industry. The fund bridges the gap between basic research and full commercialisation, helping researchers develop early technologies into working prototypes or functional processes that are closer to market. Projects from any area of science and engineering are eligible, but only projects that aim to develop technologies of high impact and significant value for Singapore will be considered.

CPF Transition Offset (CTO)

The CPF Transition Offset (CTO) is designed to alleviate the rise in business costs due to increasing CPF contribution rates for senior workers. The Government provides employers with a transitionary wage offset equivalent to 50% of each year's increase in employer CPF contribution rates for every Singapore Citizen and Permanent Resident worker they employ aged above 55 to 70. The offset is based on employees' monthly incomes paid up to the CPF salary ceiling. This scheme helps employers adjust to the gradual increase in CPF rates while supporting continued employment of older workers.

CTO-as-a-Service (CTOaaS)

Chief Technology Officer-as-a-Service (CTO-as-a-Service) is IMDA's one-stop self-help platform that enables SMEs in Singapore to self-assess their digital readiness, access market-proven digital solutions, and engage digital consultants for in-depth digital transformation strategy advisory and project management services. It is a core component of the SMEs Go Digital programme, serving over 400,000 users in 2024. The platform provides a comprehensive suite of tools and services: a Digital Health Check for assessing digital readiness, recommendations of digital solutions based on business needs, the ability to compare over 300 pre-approved solutions by functions and costs, success stories from other SMEs, and the new Go Digital Advisor tool (launched in 2025) that helps SMEs identify the right solutions in just three clicks. Beyond self-service tools, CTO-as-a-Service also provides access to digital transformation consultants from appointed operators (Accenture and Stone Forest IT) who can provide tailored digital advisory, including digital solutions and training roadmaps, cybersecurity risk assessment, data usage and protection requirements, and project management services for digitisation implementation.

Enabling Employment Credit (EEC)

The Enabling Employment Credit (EEC) supports the employment of persons with disabilities by providing wage offsets to employers that hire local employees with disabilities aged 13 and above earning below $4,000 per month. The EEC provides up to 20% wage offset, capped at $400 per month per employee. Additionally, employers hiring persons with disabilities who have not been working for at least six months receive an enhanced additional 20% wage offset (also capped at $400 per month) for the first nine months of employment. This scheme encourages inclusive employment practices and supports workforce diversity.

Enhanced Training Support for SMEs (ETSS)

The Enhanced Training Support for SMEs (ETSS) helps small and medium enterprises build stronger, more capable teams without the heavy costs usually tied to training. By offering higher course fee subsidies, ETSS eases both the financial and operational burden of sending staff for training. As part of SkillsFuture Singapore's suite of support for businesses, ETSS empowers companies to upskill their workforce and stay competitive across industries. ETSS provides up to 90% course fee subsidies for eligible certifiable courses, making training affordable by covering course fees and giving SMEs access to a wide range of eligible courses. This is an enhanced subsidy layered on top of the baseline subsidy that all locally-registered businesses receive. The enhanced subsidy applies to Singapore Citizens, Permanent Residents, and LTVP+ holders employed by qualifying SMEs.

Enterprise Development Grant (EDG)

The Enterprise Development Grant (EDG) helps Singapore companies grow and transform through comprehensive support across three strategic pillars: Core Capabilities, Innovation & Productivity, and Market Access. This flexible grant supports customised, larger-scale transformation projects that require tailored solutions, making it suitable for businesses seeking to upgrade operations, innovate, or venture overseas. Unlike pre-scoped grants, the EDG requires companies to submit individual project proposals with detailed business plans for evaluation. Since its inception, it has been a vital resource for businesses of all sizes seeking to enhance their capabilities both domestically and internationally. The grant supports projects ranging from business strategy development and automation to overseas market entry and standards adoption.

Enterprise Financing Scheme (EFS) - SME Working Capital Loan

The EFS-WCL helps SMEs finance their operational cashflow needs for daily business operations. It is one of the most accessible EFS loan types, designed to support the day-to-day financial requirements of small and medium enterprises, including payroll, inventory purchases, and other recurring operational expenses. EnterpriseSG shares 50% (or 70% for young enterprises) of the loan default risk with Participating Financial Institutions, encouraging them to extend financing to enterprises that may otherwise face difficulties obtaining commercial loans.

Enterprise Financing Scheme (EFS) - Venture Debt

The EFS-VD aims to finance the growth of innovative enterprises using Venture Debt and Warrants. It supports high-growth enterprises that do not have significant assets to be used as collateral under traditional bank lending. Under the enhanced programme, the venture debt facility can be backed by warrants or redeemable convertible preference shares. Use cases include growing and expanding existing capacity, diversifying into other product lines, augmenting working capital needs, undertaking new projects, and undergoing mergers and acquisitions.

Enterprise Sustainability Programme (ESP)

The Enterprise Sustainability Programme (ESP) was launched on 4 October 2021 to support Singapore companies, especially SMEs, in building sustainability capabilities and capturing opportunities in the green economy. Enterprise Singapore has allocated up to S$180 million for the programme, expected to benefit at least 6,000 enterprises over four years across all sectors. The programme operates on three levels: developing enterprises' capabilities through subsidized training workshops and enhanced EDG support; strengthening sector-specific capabilities through partnerships with Trade Associations and Chambers; and fostering a vibrant sustainability ecosystem through green financing (EFS-Green), training, certification, and standards development. ESP recognizes that sustainability is increasingly a compliance and competitiveness requirement for companies in global supply chains.

Financial Sector Technology and Innovation (FSTI) Scheme

The Financial Sector Technology and Innovation Scheme (FSTI 3.0) provides support for creating a vibrant ecosystem for innovation in Singapore's financial sector. MAS has committed up to S$150 million for this scheme, which runs until March 2026. The scheme includes multiple tracks: Centre of Excellence (attracting FIs, CVCs and global tech companies), Industry-wide Projects (building technological infrastructure), Innovation Acceleration, AI & Data Analytics, ESG FinTech, RegTech, and Quantum Technology. The Financial Sector Technology and Innovation Scheme (FSTI 3.0) is the latest iteration of MAS's flagship innovation scheme, providing enhanced support for creating a vibrant ecosystem for financial technology innovation. This version 3.0 specifically focuses on accelerating and strengthening innovation by supporting projects involving cutting-edge technologies or with regional nexus. With up to S$150 million committed until March 2026, FSTI 3.0 builds upon previous versions while doubling down on emerging technologies including quantum computing (S$60 million earmarked), artificial intelligence, ESG FinTech, and regulatory technology solutions.

GenAI Navigator

The Global Founder Programme (GFP) is a programme launched by EDB to attract experienced, seasoned business founders and innovators to launch and scale their next venture from Singapore as their global headquarters. It strengthens Singapore's startup ecosystem by supporting innovative ventures with the potential to become global industry leaders. The GFP follows a three-stage model: Start (soft landing/networking) → Build (establishment/team formation) → Accelerate (market expansion/capital connection). It is not a direct cash grant but rather a comprehensive support programme providing visa facilitation, capital connections, and strategic advisory services.

Kickstart Fund (KF)

Aimed at adding to the existing quality tourism software and enhancing the vibrancy of Singapore as a tourist destination, the Kickstart Fund (KF) supports the creation and test-bedding of innovative consumer- or business-focused concepts and events with strong tourism potential and scalability. The fund is designed to support new, untested ideas that could become signature events or concepts for Singapore. KF specifically targets multi-disciplinary, hybrid, and virtual events which can cut across lifestyle and/or business sectors. This includes but is not limited to pop-ups, B2B2C and B2B events. The key emphasis is on innovation, tourism potential, and scalability — the fund aims to help incubate ideas that could grow into significant tourism drivers over time. The latest TDF tranche included an increase in the grant cap for KF to support new and innovative events, reflecting STB's commitment to fostering creative and impactful events that enhance Singapore's position as a vibrant destination.

Land Transport Innovation Fund (LTIF)

The Land Transport Innovation Fund (LTIF) supports innovation and technology development in Singapore's land transport sector. LTA has committed S$25 million over five years to kick-start mobility-related research and trials for the industry. The fund aims to create innovative transport solutions through strong public-private partnerships and is designed to grow the land transport industry into one enabled by technology while developing a highly competent workforce. The initiative supports the Land Transport Industry Transformation Map 2025 objectives for a sustainable, resilient, and cost-effective transport system.

Logistics Industry Digital Plan (IDP)

The Logistics Industry Digital Plan (IDP) is part of the SMEs Go Digital programme, aligned to the Logistics Industry Transformation Map (ITM). It provides a step-by-step guide on the digital solutions SMEs in the Logistics industry can adopt at each stage of their growth. The first Logistics IDP was launched in 2017 and has been jointly refreshed by IMDA, Enterprise Singapore (ESG), and the industry to introduce new digital solutions that meet current and anticipated future needs. The refreshed Logistics IDP includes new digital solutions across different growth stages, a new Digital Training Roadmap to help SMEs identify relevant training programmes for workforce upskilling, integrated and advanced digital solutions for deeper digital capabilities, a roadmap on Cybersecurity and Data Protection measures, and Change Management guidance. A 2021 IMDA survey showed that IDP-recommended digital solutions improved overall work process efficiency, with ~85% of respondents observing time savings and 75% noting manpower-efficient digital solutions reduced dependency on manual labour.

Mid-Career Pathways Programme (MCPP)

The Mid-Career Pathways Programme (MCPP) is designed to support mid-career individuals in their skills development and career transition journey. NOTE: Specific programme details are not readily available. This programme may also be affected by the broader workforce transformation initiatives under the Enterprise Workforce Transformation Package (EWTP) rollout in 2026.

National Robotics Programme (NRP)

The National Robotics Programme (NRP) is Singapore's national platform for robotics and embodied AI development and innovation, hosted by A*STAR as a multi-agency national programme with NRF, EDB, and MTI involvement. Established in 2016 as part of the RIE initiative, NRP catalyses differentiated robotics capabilities through funding of use-inspired research and use-driven development, bridging the gap between research and market demand. NRP works with companies, government agencies, and researchers to turn ideas into solutions. Since 2016, NRP has developed national capabilities and nurtured talent to grow Singapore's robotics and embodied AI ecosystem. The programme offers multiple initiatives including RoboCluster, RoboNexus, and various R&D funding streams.

National Arts Council

Presentation and Participation (P&P) Grant

The NAC Presentation and Participation (P&P) Grant enables a wide range of arts practitioners and organisations to express and enrich artistic diversity, increase arts appreciation and participation in Singapore. The grant supports music EPs, publishing, exhibitions/performances, and festivals/conferences via physical and/or digital means. The P&P Grant offers different funding structures depending on the type of project and organisation type, with special provisions for publishing and music EP projects. Updated guidelines from December 2024 include revised financial reporting and submission requirements.

Productivity Solutions Grant (PSG)

The Productivity Solutions Grant (PSG) helps Singapore companies improve productivity and automate existing processes through pre-approved IT solutions and equipment. As one of the most accessible government grants, it facilitates ease of adoption by pre-qualifying specific solutions and vendors across multiple sectors. Unlike EDG which requires custom project proposals, PSG supports sector-specific and generic solutions that have been pre-approved by EnterpriseSG and participating agencies. Companies simply select from a list of pre-approved solutions, obtain quotations from pre-approved vendors, and apply through the Business Grants Portal. The grant is particularly well-suited for SMEs looking to quickly adopt tried-and-tested technology solutions ranging from accounting software to CRM systems, e-commerce platforms, cybersecurity solutions, and sector-specific equipment.

Progressive Wage Credit Scheme (PWCS)

The Progressive Wage Credit Scheme (PWCS) provides transitional wage support for employers to adjust to mandatory wage increases for lower-wage workers covered by the Progressive Wage Model (PWM) and Local Qualifying Salary (LQS) requirements, and to voluntarily raise wages of lower-wage workers. The Government co-funds eligible wage increases for Singapore Citizens and Permanent Residents from 2022 to 2026. Budget 2025 enhanced the co-funding rates for 2025 and 2026. The PWCS is administered by IRAS and requires no application from employers — payouts are automatically computed and disbursed based on CPF contribution data.

Sea Transport Industry Digital Plan (IDP)

The Sea Transport Industry Digital Plan is a collaborative initiative between MPA and IMDA to support digital transformation in Singapore's sea transport sector. The plan includes digital readiness assessment, technology adoption roadmaps, and funding support for qualifying digitalization projects. Senior Employment Credit (SEC)

The Senior Employment Credit (SEC) provides wage offsets to help employers adjust to higher Retirement Age and Re-employment Age requirements by supporting the employment of Singaporean workers aged 60 and above. The scheme offers higher support for older age bands, with employers receiving up to 7% of wages for workers earning below $4,000 per month. This initiative encourages continued employment of senior workers and helps businesses manage the transition to an aging workforce while supporting Singapore's active aging policies.

SG Eco Fund

The SG Eco Fund is a $50 million fund set up in 2020 by the Ministry of Sustainability and the Environment to support projects that advance environmental sustainability and involve the community. It supports ground-up initiatives from individuals, groups, and organisations. A sustainable and green Singapore can only be achieved with the people, private, and public sectors working in partnership to protect our environment and keep public spaces clean, green, and liveable. Through the SG Eco Fund, the government enables the community to co-create environmental solutions. Projects are evaluated on four criteria: environmental benefit, community action, innovation (technological and/or social), and sustained impact through building local expertise and developing scalable solutions.

SkillsFuture Singapore

SkillsFuture Enterprise Credit (SFEC)

The SkillsFuture Enterprise Credit (SFEC) aims to encourage employers to undertake enterprise and workforce transformation initiatives. It provides additional support, over and above existing schemes, to eligible employers for their enterprise and workforce transformation efforts. Eligible employers receive a one-off credit of S$10,000 per entity to cover up to 90% of out-of-pocket expenses on qualifying costs. The SFEC was originally announced in Budget 2020 and expanded in Budget 2022. As announced in Budget 2025, the current SFEC has been further extended until the redesigned SFEC is ready in the second half of 2026. From H2 2026, the SFEC will be redesigned under the new Enterprise Workforce Transformation Package (EWTP), with all qualifying companies receiving a fresh $10,000 credit.

SMEs Go Digital

The SMEs Go Digital programme is IMDA's flagship initiative to help small and medium enterprises (SMEs) adopt digital technologies to improve operations and generate new revenue. SMEs are at the heart of Singapore's economy, employing two-thirds of the workforce and contributing nearly half of Singapore's GDP. The programme aims to make going digital simple and accessible for all SMEs, regardless of their current digital maturity level. Building on the foundation of the Enhanced iSPRINT programme, SMEs Go Digital takes a more structured and inclusive approach towards digital solution adoption. It provides SMEs with sector-specific Industry Digital Plans (IDPs) as step-by-step guides, access to pre-approved digital solutions with grant support through the Productivity Solutions Grant (PSG), and digital consultancy services through the CTO-as-a-Service platform. The programme encompasses several key components: Industry Digital Plans covering 22 sectors, pre-approved solutions with PSG grant support, the CTO-as-a-Service platform (serving 400,000+ users in 2024), Advanced Digital Solutions (ADS), the GenAI Navigator tool, and InvoiceNow for e-invoicing.

Sport Singapore

SportCares Communities of Care (COC) Grants

The SportCares Communities of Care (COC) Grants support individuals and organisations who are focused on using sport as a tool for community development. The grants support long-term, regular programmes that empower the vulnerable and underserved through sport, foster equal access to sports opportunities, promote innovative and collaborative efforts using sport to build communities and achieve social inclusion. The programme offers two types of grants: Starter Grant for individuals and groups seeking seed funding for smaller scale programmes, and Development Grant for intermediary organisations running holistic, larger-scale programmes with multi-year funding that decreases each year.

Startup SG Equity

Startup SG Equity (SSGE) is a co-investment programme where the Singapore Government co-invests alongside qualified third-party investors (venture capital firms, angel investors, corporates) into Singapore-based technology startups. The programme reduces risk for private investors by providing matching government capital and is administered through appointed fund managers, with SEEDS Capital being one of the primary fund managers. This is equity financing, not a grant — the government takes an equity stake alongside private investors. The programme covers startups at early and growth stages with different investment caps and co-investment ratios depending on whether the startup is classified as general tech or deep tech. Deep tech startups benefit from more favorable initial co-investment ratios due to their longer commercialization periods and higher barriers to entry.

Startup SG Equity

A government co-investment scheme that stimulates private sector investments into innovative, Singapore-based technology startups with intellectual property and global market potential. The government co-invests with independent, qualified third-party investors on the same terms, with enhanced support for deep-tech startups. Administered through SPRING SEEDS Capital (SSC) and appointed investing partners.

Startup SG Founder

Startup SG Founder (SSGF) is a government-backed programme administered by Enterprise Singapore that provides mentorship support and startup capital grants to first-time entrepreneurs with innovative business concepts. It operates through a network of Accredited Mentor Partners (AMPs) who assess applicants based on business uniqueness, feasibility, team strength, and market potential. With effect from 1 April 2024, ESG revised the programme to support successful recipients on a 1:1 matching ratio (previously 3:1), with grants ranging from S$20,000 to S$50,000 over a 12-month period. The second applicant can now be a non-first-time founder, encouraging collaboration between experienced and novice entrepreneurs to bring in experienced researchers, scientists, engineers, and serial entrepreneurs.

Startup SG Talent

Startup SG Talent aims to foster a conducive environment for promising global talent to set up innovative businesses in Singapore through three main avenues: the EntrePass work pass scheme, Technology for Enterprise Capability Upgrading (T-UP), and SME Talent Programme (STP) for Startups. The EntrePass is a work pass for serial entrepreneurs, high-calibre innovators, and experienced investors looking to operate venture-backed or innovative technology businesses in Singapore. Jointly administered by Ministry of Manpower and Enterprise Singapore, the EntrePass is open to all nationalities and has been enhanced to simplify entry for global entrepreneurial talent. It requires pass holders to meet escalating renewal criteria including Total Business Spending and Local Workforce requirements, with the 30% shareholding requirement now deferred to end of Year 1.

TechSkills Accelerator (TeSA)

TechSkills Accelerator (TeSA) is a SkillsFuture initiative driven by IMDA in collaboration with SkillsFuture Singapore (SSG), Workforce Singapore (WSG), the National Trades Union Congress (NTUC), and the industry. It aims to build and develop a skilled Information and Communications Technology (ICT) workforce for Singapore's digital economy. TeSA takes an integrated approach to ICT skills acquisition and practitioner training, enabling professionals to acquire relevant in-demand skills. TeSA comprises several key programmes: (1) Company-Led Training (CLT) — a structured on-the-job training programme for fresh, mid-career, and mature professionals to acquire tech skills for in-demand roles; (2) Career Conversion Programmes (CCP) — for PMETs and mid-career switchers to undergo skills conversion into new tech occupations; (3) Pinnacle AI Industry Programme (PAIP) — for frontier companies to upskill local AI talent in LLM development; (4) TeSA for ITE and Polytechnics (TIP) Alliance — placing and training Polytechnic and ITE graduates in tech roles; (5) Jobs Transformation Map — mapping the future of tech jobs; and (6) Skills-Based Hiring — encouraging employers to hire based on skills rather than qualifications.

Tourism Development Fund (TDF)

Singapore Tourism Board (STB) partners with the tourism sector to strengthen Singapore's tourism through the Tourism Development Fund (TDF). The TDF is the umbrella framework that encompasses all STB grant schemes, designed to catalyse the creation of innovative and quality tourism products and experiences, and support capability and employee upgrading efforts among tourism-related enterprises. The TDF consists of three main schemes targeting different dimensions of tourism development: Tourism Capability Development Scheme (including BIF, LEAD, and TIP-iT), Tourism Event Development Scheme (including BEiS, Kickstart Fund, and LEF), and Tourism Product Development Scheme (including CDF, ESF, and TPDF). Key enhancements to the latest tranche include increasing the grant cap to support new and innovative events under the Kickstart Fund, and supporting the development and enhancement of Singapore's tourism experiences that are virtual or include pre- and post-visit experiences under the Experience Step-Up Fund.
